Operation and control of the power system can’t without data. At present, the data of power system are mainly collected by the two system of SCADA and PMU which characteristics are different that applying there are each advantages and disadvantages to analysis power system operating state. However, these two types of data will be long-term coexistence that how to integrated application these two kinds of data is of great significance.Firstly, In this paper, the mathematical model of power system state estimation and the traditional algorithm are introduced. Secondly, We determine the PMU devices installation location and number under complete observability conditions with objective function of PMU minimal configuration and system redundancy maximum using the method of integer programming. Then, the paper presents the PMU and SCADA data mixed processing problem taking into account the actual system PMU configuration is not up to a complete observability, or the system requirements of the data are not necessarily real-time data. When the PMU configuration not sufficient, Linear state estimation is performed by using PMU measurement and the results are used as an indirect measurement combine the SCADA data with the mixed measurements state estimation analyzing the influences of introducing PMU data filtering effect and precision for power system state estimation. Finally, the effects of different configuration sequence of PMU on state estimation are studied thus a regional unobservable node error variance to evaluate the effect of staged PMU placement method is proposed.According to the principle of the maximum regional unobservable node error variance, the optimal order strategy of PMU is obtained to make the result of hybrid data state estimation is optimal.Designing the State estimation, PMU completely observable configuration, Mixed Measurement state estimation and PMU phased configuration program of three machine nine node IEEE 14 and 39 node system base on the MATLAB.The of the simulation and comparison results verify the effectiveness of the proposed theory and method to solve the above problems.
