At the present day,when the functions of electric power system became consummate, the structure of system become more complex,the number of elements in sysytem become more and more,the degree of automatization become more higher, and the system incessantly developed to the way of high voltage, far distance and big capacity. So the losing of the economy and society of the social normal live became more and more. The reliability reserch of electric power system is a modern problem task which has large economic worth and great social meaning.This paper analyzes the important reliability conception, power flow computation, reliability computation of distribution network,sensitivity index computation of reliability.The improved load shedding strategy ant its calculation algorithm which are applied to the reliability assessment of IEEE-RTS power system. From the calculation results,the correctness of them has been verified. At the same time, the engineering practicality of the model has been verified by the reliability assessment of Qinan power network.Applying the NPV method,the network optimizing plan algorithm is presented based on the reliability index and the sensitivity index.The effectiveness of the method is verified by the planning of Qinan power network.Based on the quantity analysis of reliability assessment,the improved planning scheme of Qinan power network in 2005 is presented.
