| In this paper, an on-line monitoring device for fast transient over voltages on substations is designed. It is different from conventional capacitive voltage division or resistance division, an optical voltage sensor is used. Optical sensor provides a series of advantages not obtainable with conventional techniques such as the contending with disturbation. The software of data analysis for over voltages is developed, it including the analysis of one record and the static analysis of many records. The information can be written in database. The device have good user interface. The feasibility of the device is proved by simulating the waveform in the lab.
