Emphasesed on the flood forecasting and control of the Gongboxia power station in the period of construction, the paper established the flood forecasting and dispatching decision-making support system which is for this basin. The main conclusions of the research are shown as follows:( 1 ) Research on the hydrologic network layout of Gongboxia basin. The layout has seventeen stations, including one hydrologic station.four stage gauging stations and twelve rain gauging stations. There has one center station.(2) Reserch on ploting of the unit basin. The Gongboxia basin was ploted out to six small basin with the method which plots unit basin with basin borderline.(3) Established the hydrologic forecasting model of the basin. The study using Horton infiltration curve and Nash instantaneous unit hydrograph calculated the runoff yield and flow concentration respectively on every unit basin, done the river flood routing with Muskingum routing method, routed the flood of the unit basins to the dam, thus working out the forecast flood for construction period.(4) Adopted the Kalman filtering model and minimizeing variance method to carry out the real time error adjusting of the flood forecast in order to advance the accuracy.(5) Based on the analyses of the flow concentration time of the main stream of the Yellow river and the LongWuHe tributary, the study reckoned the forecast lead time of the flood forecasting.(6) Worked out the scheme of flood dispatching and pre-alarm, which can be carried out to guarantee the safety of the construction.(7) Developed the decision-making support system of flood forecasting and dispatching. The system was developed to the user and with the merits of having friendly interface and strong practicability.
