The content of the paper is a sub problem of scientific research item of Shanxi water conservancy bureau which is ((Project Studying Task for Sufficiently Utilizing Groundwater Resource inZhangze Reservoir--Developing Dynamic Control of FloodControl Level and Researching Reservoir's Real-Time Dispatching ? . Aimed at Zhangze reservoir's increasingly outstanding conflict between flood control and useful control, this paper, based on the real-time automatic system targeting at hydrologic data's collection, transmission and disposal of Zhangze reservoir catchments, studies real-time dispatching model of zhangze reservoir, workouts real-time dispatching software, and then realizes reservoir's dispatching automatically.The paper brings forward and defines the concept of real-time flood control capacity. Then we calculate the flood control capacity currently through using the method of advanced accumulative storage method and the finished real-time dispatching software.Consequently judges the safety status and dispatching strategy of the dam under current conditions via determinate rules. Three problems the paper mainly researched are:1. In allusion to the characteristic of reservoir's real-time flood dispatching, we define, study and compute the reservoir's flood control capacity.2. In order to improve the veracity of flood dispatching, we set up storage routing of accumulative hydrologic budget model, and overcome the problem that storage routing using hydrologic budget equation in time exits bigger error.3. We compile Zhangze reservoir's real-time flood dispatching software, through which can achieve the flood evolving course form 6 upper stream reservoirs to Zhangze reservoir, the plus of flood process, every input and output course, every reservoir's representative flood, basic parameter's access, amend and so on.Through the paper's studying, we can offer guarantee to the dynamic control of Zhangze reservoir's flood control level. Thereby the utilizing capacity of flood resource can be heightened, the needless abandoned water can also be reduced, and as a result the utilizing ratio of water resource can be enhanced.
