It is well known that the defects of ship's structure and equipment often cause traffic accidents at sea, so it is very important to research and evaluates the state of ship's safety. This paper formulates several main indexes such as age of vessel, measure, structure, equipment, on assessing ship's safety by analyzing some maritime data, seaworthy demands and some items that port state must check, and applies of systematic engineering and AHP to define the important degree of each assessing index. The theory of Fuzzy Control is drawn on to construct in advance the subordinate degree of each index, so we can set up a mathematics model of comprehensive assessment to qualitative and quantitative evaluate ship's safety. The article also tests and verifies it with the actual state of Xiamen port, as a result, it can provide scientific basis for shipping company, and administration to enhance the level of ship management.
