The vessel should drop anchor at anchorage wherever in or out of port for escaping from the typhoon. As a result of the wind,current and wave,the vessel may dray,collide and ground after lying at anchor. As for the development of economy and science of the world,the increase of the number of tonnage of vessels will intensify the ships' denseness in the anchorage. It will be in the danger of safety especially for the ship's safety during the typhoon season.This article mainly analyzes elements that result in drag which will influence the safety of the vessel,and it proposes practical method that is relevant to the safe analysis to the anchoring system for the single ship.The ship safe evaluation in anchorage is a systemic evaluation. The factors of the system include mariners, ship conditions and environment. Each factor is composed of more small affective factors. In the article, the author tries to estimate the system by AHP and fuzzy mathematics methods. Also, the author tries to give the measure of sheltering by the research of mariners, ship conditions and environment of the anchorage ships. The assessment and the research of the measure of sheltering can provide scientific basis for shipping companies, and administration to enhance the level of management.
