Seismic strengthening existing buildings before earthquake is one of effective ways to mitigate earthquake disaster. Conventional thought of seismic strengthening was transformed from "resisting" to "dissipating" by applying the technology of passive energy dissipation, which introduced a new approach of seismic strengthening . It is a new technology deserving to popularize.In seismic strengthening project, people always want to use minimum cost to achieve the earthquake fortification level, which requires to select fitting strengthening scheme to reduce strengthening scale and optimize the parameters and arrangement of dissipater. Optimum design of structure is the basic way to solve the problem. In this paper, computation methods of the seismic action effect on passive energy dissipation system and multilayer complex method are specified. Based on this, the multilayer complex optimum design method of seismic strengthening and passive energy dissipation is proposed. Selecting shear type structure as studying object, based on viscous damper, the model of optimum design is constituted and the program for computer is compiled to probe applying optimum design method of structure to seismic strengthening design. An example is presented in the last.
