Study On Water Amount Replacement And Water Right Of The Yellow River Based On Water Supply Of East And Middle Lines Of South Water Conveyed To North

Based on "Study on Reasonable Collocation of the HuangHuaiHai Drainage Areas", which is one of the six appendixes of the comprehensive program of the South Water Conveyed to North Engineering, the author focuses on the problem of Yellow River water amount replacement and re-allocation. The essential purpose of the replacement and re-allocation is to return some water form Yellow River to its the upper reaches or middle reaches area, right before the west line engineering of the South Water Conveyed to North is put into effect and after the west line and middle line engineering supply water for the drainage areas of the Huai River and Hai River, and in the end, to avoid the present dilemma that the poor water drainage areas supply the poor water drainage areas.The replacement and re-allocation of the Yellow River water amount involve many provinces and districts and will influence their water right and benefits. Since the natural conditions and social economy differ significantly among those provinces and districts along the Yellow River drainage area, we should consider to satisfy not only the specific areas seriously lack of water, but also the future development of the whole area. Thus, the water amount allocation should be as efficient, economical and fair as possible.The dissertation studies the second grade areas and their natural conditions and social economy, analyzes the water supply range and object of the east and middle lines of South Water Conveyed to North, and finally, determines the areas that need replaced water.With respect to the re-allocation of the replaced water amount, the author thinks the reallocation process of the replaced Yellow River water amount just is the allocation process of water right, actually. Three rules of the allocation of water right, equity, efficiency and durative, are provided after the allocation and managing theories of water right were thoroughly studied.Based on the three rules, the author builds the guild line system of the allocation of water right, establishes the mathematic model of the water amount allocation by the theory of Analytic Hierarchy Process and Fuzzy Decision-making and then, determines the water quota of the areas of the upper Yellow River and middle Yellow River. The results are quite satisfyingAt present, with rapid development of Chinese economy, increasingly serious water shortage and the public consciousness for water resources, the optimized collocation of water resources and the allocation of water right draw more and more attention. Hopefully, this paper can provide theory proof for the researches in the water allocation of great rivers, the unitive management of water resources, the optimized collocation of water resources, etc, in the future.
