Recently, with the persistently high speed development of our country economy, Urban traffic jam and environment deteriorate are becoming more and more severe, so development of urban railway is an effective approach to urban traffic. Urban railway is comfortable, timely and little pollution, with abundant capability and high speediness. At the same time, the construction of urban railway can promote the increment and exploitation of land, and induce the rationalization of city arrangement.However, constructing urban railway is costliness, As for urban railway, costing 700-900 million yuan/km, while , 300-500 million yuan/km is cost in constructing light track. It is too expensive to afford for many cities in our country. Only method to resolve the problem is solved temporarily, Therefore, the transport is more worsened, environment pollution is becoming severer.With the expand of urban scope, great change have taken place in railroad hinge, many internuncial lines and lateral lines had been surrounded. Former status and function had been losed , capacity of transportation is surplus. Utilizing disengaged equipments and establishment to develop urban railway to service citizen , is becoming one of important approach to solved urban traffic jam.In this article, there are two important parts. At first, by analyzing actuality of the system of urban railway and feasibility and necessity that national railway participate in constructing urban railway .Two methods that the state railway participates in constructing urban railway state railway are presented.In second part , the feasibility and necessity that a internuncial line of the railroad hinge(Lishu Bay-Cai yuan Dam) participate in new NO . 1 light railway in ChongQing is analyzed, At the point of technology and economy ,at the same time ,the pattern of operation and management is being probed. At last ,the methods of joining and transferring among state railway .outskirts railway and routine public traffic is been analyzed.Through above analysis, the mode and thought that the state railway participates in urban mass traffic construct and operation, it uses for reference in other city.
