The control problems about complex systems are the chief one faced by the control theory in this moment. They have the complex inner structures and outer behaviors. They are faced with the complex environment and complex tasks. So the traditional theories aren't competent for them. One effective method is the intelligent control. From the point of view of the model, the reason is that this method can express profuse curves or curved surfaces, and can approximate the optimal performance. But there aren't presently applied ways to turn up this performance by designing or optimizing. In this paper, a new method describingmodels--Mapping Table is proposed. According as the certain accuracy, itcan delineate the numerous control models. And by regulating the sampled points, it can be close to the best behaviors, which the controller can reach. The regulative method is the key to optimizing. For the SISO inertial plants, a presented method based on the analysis of the phase plane is applied in this paper. For the load control of the thermal power unit, the Mapping Table is firstly departed two parts: the Static Table and the Dynamic Table. By analyzing the recorded datum in the working place, the Static Table is regulated. The Dynamic Table is regulated by a Fuzzy system in which the coupling factors are already fully considered. The simulation indicates that this method is an effective one that can face the complex plant with uncertainty.
