In nineties of 20th century, competition mechanism and electricity market were introduced into electrical power industry in many countries around the world. Electricity Market's technical support system, the basis of electricity market, is a comprehensive information system, built on the advanced technology of computer, communication, information management technology of security administration, and the theories of power system and electricity market. Therefore, the design and implement of electricity market operation system call for the use of system engineering and software engineering.In this paper, we discussed the system design and the architecture of electricity market operation system, described the functions, interface and implementation for main models. Heilongjiang electricity market operation system consists of seven subsystem: Generation Bidding System, Transaction Management System, Contract Management System, Settlement and Billing System, Same-time Information System, Tele-Meter Reading, Energy Management System, distributing component structure and three-layer structure contribute to the system's excellence: clear system structure, convenient maintenance and less complexity of interface. This paper presents the structure of hardware, software and module function.This paper presents the demand of system security and discuss the following aspects: (1) Design of database system; (2) Choice of data security software; (3) Setting of application servers; (4) Rejection of illegal access and Hackers; (5) Rejection of computer virus; (6) Backup of database. The emphasis of this paper is put on the requirements ,details and design scheme of fire wall.The electricity market in china is in experiment stage, different electricity markets have different bidding and clearing protocols. Bidding curve has two main type: constant bidding curve (or approximately constant) and linear curve. Most of them are nondescending curve. The clearing protocols can be based oneither uniform marginal price or the bidding price of each generation company. This paper also discussed the optimization principleof the above rules and the theory of load forecasting.
