With the development of remote telemetry, remote control, electronic computer and communication technology, the automatic system of hydrologic data collection and transmission ' has been widely applied in our country. This system is advanced one of real-time collecting, transmitting and treating hydrologic parameter, it real-time collects and treats rainfall, stage and other hydrologic data by communication remote telemetry and computer technology. It has provided scientific data for real-time flood forecasting in the basin and reservoir scheduling, and improved social and economic benefit of water conservancy project.In this paper, by analyzing basin characteristic of the Panshitou reservoir, the necessity of establishing automatic system of hydrologic data collection and transmission was presented; at the premise of assuring accuracy of flood forecasting, rain gauging and stage gauging station were laid out, based on the most economic system scale and investment, when laying out stage gauging station, the principle of controlling the flood region was mainly considered, when laying out rain gauging station, areal rainfall was mostly contrasted and analyzed by reducing rain gauging station method; hardware select was advanced in the system, which can basically meet the needs of automatic system of hydrologic data collection and transmission and flood forecasting in thePanshitou reservoir, stage was monitored by TC-401 stage sensor, it run stably and reliably, measure precision was high; Inmarsat-C (International maritime satellite communication system) was used to transmit hydrologic data, which was fit for the geography and topography condition in this basin.On the basis of hydrologic characteristic in the Panshitou reservoir, in order to exact and real-time forecast reservoir inflow flood, Sanshuiyuan XinAnjiang distributed model was selected to real-time forecast flood; furthermore, full function and good utility software of forecasting flood was developed in advanced computer programmed language, much function was provided, such as debugging parameter, showing rainfall and flood contrast chart and corresponding data and printing chart, moreover, reservoir scheduling model in the Panshitou reservoir were presented in this paper.The system has been operated in the Panshitou reservoir, which proves that system operation is basically steady, flood forecasting precision is fit for the criterion. How to insure channel open, to develop, universal and simply operating applied software and to ensure that system runs stably and reliably need further research.
