| In the engineering construction, there are different construction schemes and methods even in the same project, and different construction scheme and method lead to different construction difficulty, construction period, cost, beneficial result and the synthetical beneficial result of society. So it's very necessary to seek out one kind of construction scheme and method to fit the engineering conditions, to economize the engineering cost to the utmost, to maximize the beneficial result, of course it must satisfied engineering quality requirement and construction period. The value engineering is the management technology that concerns the problem between product merit ability and its cost. The merit belongs to the technology quota and the cost belongs to the economic quota, and the value engineering makes best use of the two aspects to raise the economic benefits of the product. In the engineering construction, especially in hydraulic engineering, it possess the great meaning in using value engineering to analyze merit ability and economic performance of its unit engineering, individual engineering and certain production technology and material. Based on the research achievements of forefathers, this thesis combined the engineering practice of the shuicheng reservoir and applied the value engineering to analyze the merit ability and economic performance of the mining of its rock-fill material, and gained the better technological, economical and synthetical beneficial result. Major work and the conclusions are as follows:(1) Look back and expound the present situation and the development of technological and economical analysis method of value engineering completely.(2) Combined with engineering practice of shuicheng reservoir, and use the value engineering technology to analyze the technological and economical benefit of the mining technology of its rock-fill material. This is the first time the value engineering was used in the construction of themedium-sized hydraulic engineering in Yunnan province, and has gained great success.(3) According to the actual geology situation in the material field, use the "alternation" principle of the value engineering analysis methods, and then find a better construction method to satisfy the requirement of rock-fill material, through using chamber blasting to substitute muffling and using AN-FO to substitute ammonium nitrate explosive, and then huge economical benefits were gained, for example, the unit cost of its rock-fill material reduced from 11.77 m3 to 7.17/ m3, and directly reduced the total cost by 4.26 million of cost.(4) Through the constant application of value engineering, make the merit maximization as the direction of construction, and'then productivity of rock-fill material constantly increased, therefore construction schedule of embankment filling were quickened and the engineering construction were completed 120 days before the limited time.(5) Through using value engineering to optimize the mining technology in the material field, this directly reduced the requirement of engineering geology condition of mining block stone, and raised mining rate of stone in the material field, and then reduced the cost of production of armor stone by 394.4 thousand.(6) Under the same conditions of the personnel and machinery and materials, that using value engineering into the mining technology of the rock-fill material gave rise to the direct economic performance of 5,02 million, but the cost of the value engineering activity being used is only 14 thousand, that is to say the investment of Y 1 has gained beneficial result of 359.(7) Through the application of the synthetical value analysis method of the value engineering, the old and useless diesel oil, engine oil and hydraulic oil during the using and keeping of heavy machinery were collected and were reused in the production of AN-FO severing as raw material.
