Water turbine governor is an important automatic control equipment of hydroelectric generator unit. It consists of regulator and electro-hydraulic servo system. In order to guarantee the normal operation of hydroelectric generator unit, it is necessary to make a thorough test of the performance and characteristics of a governor before it is installed or after it is overhauled. To facilitate the test of the governor, a real-time dynamic simulator based on PCC for water turbine governing system was developed. It has three functions: simulating controlled objects (pressure water conveying system, water turbine, generator and electric grid), simulating governor' s electro-hydraulic servo system and working as a real-time measuring system for governor.Through analyzing the functions of the simulator, it is reasonable to adopt a programmable computer controller PP41 developed by B&R Company as the simulating platform. The codes of the software were developed after the mathematical models of controlled objects and electro-hydraulic servo system are successfully constructed. Through the closed loop simulation test (based on parameters of an actual hydroelectric power plant) of the simulator linked with the PCC regulator, the effectiveness of the simulator software and PCC regulator software is confirmed.
