Investigation On General Control Of A Black-Start Decision Support System For The Southern Hebei Power Network

Black-start is an effective measure to restore the power system when blackout occurs. By combination of artificial intelligence (AI) technology and conventional numerical analysis methods, a black-start decision support system for the Southern Power Network of Hebei Province is developed. By applying the AI technology, database of network topology is quickly searched, and then the black-start schemes are formed. Considering all kinds of technical problems involved in the black-start process, several numerical analysis programs are integrated in the system to validate and evaluate the initial schemes. After evaluating the initial schemes, the qualified schemes are sorted by an index which indicates the advantages of each scheme. In order to raise the efficiency of making black-start scheme, the system provides powerful graphical man-machine interface. With the help of the system, the operators can modify the black-start schemes in time, according to the current condition of the power system.
