Along with the development of Chinese socialist market economy, the competition is getting severe and the risk of locomotive run is growing in intensity. It has become the concerned question how railway management system exerts itself advantages, strengthening internal managements and avoiding running venture to remain invincible in the market competition.Though academia, corporation and all levels of government administrations began putting emphasis on the medium and high speed locomotive run crisis and traffic accidence, railway dangerous accidences and significant accidences continuously occurred. The research and exploration on it has become one of the hot points and challenges in the management field. The accident because of railway locomotives, developing rules, the establishment of pre-warning system and the countermeasure of control accidences put on us no time to delay.The research is part of 《The research of corporation pre-warning principal and methods》 , which is one of the national natural science fund projects. The paper discusses on the railway traffic management system from the angle of locomotive run organization. Through the investigation and research about the management system structure, it analyzes how the efficient system of locomotive control is built to avoid traffic incidences. Aiming at the characteristics of its management, The paper synthetically utilizes the knowledge and methods in the fields of the theory of corporation pre-warning management, system theory, the management ways of the enterprise, behavior science, sociology and statistics, and so on. From the angle of organization, the paper expounds the accidence cause, the principal, the process, the behave modes and the results led to the risk by management system, utilizing by various methods, such as field survey, examples analysis, the investigation of questionnaire, the judge of the major elements, the blur judgments of the computer model, and it attempts to seek for a pre-warning method which can describe, expect, judge, evaluate and control in advance the railway risk and incidences. Major views:1. Put forward the pre-warning view in railway locomotive management and the principal of pre-warning management to the railway authorities.2. Analyze and classify for the cause of locomotive run risk.3. State the theoretical mode and run mode of the pre-warning management system for railway locomotive run, and describe the structure principal, run mode, the procedure of working report and method system.4. Explore the management way of locomotive running pre-warning system, designing its evaluation index system.5. Present the countermeasure mode on the railway locomotive pre-warning management and analyze the evaluation and precaution methods controlling the crisis.Because of the limits of the learning and conditions the research about the subject is still a primary and rough theoretic frame. In the system of pre-warning management on the medium and high railway locomotives, the research on the independence, relativity and sensitivity of a variety of specific indexes as well as their interactions and links each other, and the relations between the external crisis of the medium and high speed locomotives and internal traffic accidences, their how to behave and how extent reached by them needs still to research and explore in more deep going and more broad.
