With the continuous development of society economic and modern process, flood control and management are paied close attention by people. Guangzhou city as one of the developed cities in China, it is urgent to research flood control and management.It is Based on the above reasons, the leading system of flood , windstorm ,drought control and the construction of water conservancy information engineering and the principle of theory and practicality are combined.
