As the electrical industry restructures, competitive mechanism begins coming into our country's electricity market. The antiquated work of the business expanding in the power supply department depends on the experiences and leaders' decision-making. The work mode may break away the fact running status of the distribution network sometimes and make the consumer who applies power approved too much. This work mode may make the consumer's applying power approved be shortage and the resource of the distribution network can't be utilized fully. Further more this work mode is very multifarious and workload is heavy which is not efficient too.According to these problems, a new solution is brought out here. It is presented in this paper to carry out comprehensive retrieval based on C/S and B/S (Browser/Server) mode for the business expanding power system in the distribution network. The presented scheme possesses the following advantages: the quick on-line application for the consumer's applying power, the category of users and their jurisdiction are distinctly divided, Based on the consumer's requirement, this system can draw out the blue print of power supply for the consumer scientifically by computing the power flow, lose, voltage drop, system stabilization and network optimize under the different running mode.In order to insure the capacity of the consumer's applying power does not exceed the network's running limit, the paper introduces the method of computing the network's allowing maximal power for a consumer. If the distribution network is added this maximal power, it can work safely and reliably. At this time the network can also supply qualified power for all the consumers of itself. Here this paper uses the thinking of genetic algorithm(GA) to design and optimize the power supply project, which is for an economical project of power supply in all projects and satisfying the technical qualification of the distribution network at the same time.
