Discussion Of Situation And Measures Of Flood Control Of Near Future As To Henan Yellow River

The form of Yellow River' watercourse is very complicated in Henan province. The situation of flood prevention is so austere that it is the most important place in controlling flood at the lower reaches all the time. The system of flood control project has primarily been built since Yellow River was controlled by people, which is called "the upper holding up, the lower draining and both banks for distributing". It mitigates greatly the pressure of the flood prevention. But, with continuously piling up and driving up on the riverbed and the application of the Xiaolangdi Reservoir, the conditions of the flowing water and sand has changed. At the same time, the urgent situation of "two-grade hanging-river" at the lower reaches and the lackness of measure as to non-engineering make its worse .Generally speaking ,the current situation has affected flood control of Herman Yellow River.Firstly, the dissertation analyzes systematically the influence of Xiaolangdi irrigation hinge works on the condition of flood prevention in Henan after it is put into use, based on the initial stages of Sanmenxia Reservoir' application and the research data about the recent function of Xiaolangdi Reservoir. It is proposed in the papers that the application of Xiaolangdi Reservoir not only raises the standard of flood control , but also makes the conditions of the water and sand of the lower reaches change greatly, which will lead to heat up the change of circumstances of the river and increase the probability of the project's being in danger , meanwhile, which will bring forth more difficulties in preventing flood.Secondly, aiming at the more and more austere complexion of the " two-grade hanging-river"-the lower reaches of Henna Yellow River , the author based on secience analysis points out that once the bigger flood takes place, due to the across-ratio-drop of the river far greater than the vertical-ratio-drop, it will occur severe river circumstance changes, such as sidelong river, inclined river and roll river, etc. The flood that impacts and surges along the banks, which will aggravate the threat to the banks safety, much worse ,which will break away from the banks.Thirdly, the writer also analyzes the shorage of non-engineering measures in flood prevention, which includes implementation of the flood prevention responsibility system, organization of the work troop, communication, construction of floodprevention information and so on.In conclusion, according to the current situation of flood control in Henan the author puts forward two measures in order to better it. One is engineering measure, the other is non-engineering one.With the help of the measures ,the writer hopes they will be helpful to realize the flood prevention safety of Henan Yellow River in the near future.
