Study On The Flood Disaster And Control Measures In The Dongting Lake Region

After a long period of fighting natural flood disasters, Hunan Provincial officials and public realized that water situation is the most significant affair and inundation is the most vital problem in this province. Therefore, a new strategy for the development of water conservancy has been issued before, which is 'manage the lake and promote the development of water conservancy; control inundation and accelerate the social and economic development in Hunan Province'. In order to control the flood in the Dongting Lake region, the government has already paid great attention and investments to it.With the presentation of the new water control strategy of our country, and the construction of large-scale projects, such as the Three Gorges Project and the Zaoshi Reservoir etc., the control of Dongting Lake has again become the focus research topic, in this paper, the new situation of inundation and approaches to control it were discussed according to the project Study on the reasons of flood disaster and control measures in 1990s in Hunan Province undertaken by Flood and Drought Control Headquarter and Water Hydrology and Water Resources Bureau in Hunan Province. The history of the development of the Dongting Lake region, and the reasons for flood and characteristics of inundation in this area were reviewed in this paper, based on which the present situation of flood disasters, available problems, and the effects of new inundation control measures and the construction of the Three Gorge Project and watershed hydraulic engineering on flood control strategy in this area were discussed. Finally, the corresponding measures for flood control according to the present situation were presented, in order to provide technical references for the prospective integrated control of the Dongting Lake region.
