The Study On Flood Disaster And Control In Dongting Lake Area During The Republic Of China

Dongting Lake District,located in the middle reaches of the Yangtze River,north of Hunan Province,with magnificent Dongting Lake as the core,is the earliest agricultural development in Hunan Province,one of the largest population density.Since ancient times,Dongting Lake area owns convenient transportation,material plump,rich products and advantageous geographical location,whereas the flood disaster has always been the hardest and multiple hit in this areas.Frequent floods threaten the safety of life and property of the people in the lake area,which seriously restricts the economic and social development of the lake area.This paper starts from the history of the famine in the Dongting Lake area,and makes a historical study on the floods and floods in the lake region in the Republic of China through a large number of archives reports and local records and analyzes the disaster prevention and relief measures during the period of the Republic of China.The article is divided into five parts:The first part introduces the purpose and significance of this paper,and explains the historical source of the article by reviewing the previous research results.The second part briefly introduces the historical geography and historical changes of the Dongting Lake area.The third part summarizes the floods in the Dongting Lake area during the period of the Republic of China,including combing the lake disaster and analyzing the characteristics and causes of the flood disaster.In the fourth part,the influence of flood disaster in Dongting Lake area during the period of the Republic of China was analyzed by historical data.The fifth part is the focus of the article which elaborated a series of measures to deal with the disaster relief agencies and civil charities in Hunan Province in the Dongting Lake area.And we take the floods in 1931 as an example,introduced the procedures of disaster relief,the emergency relief,Labor relief and relief measures,but also related to the construction of water conservancy,governance embankment embankment embankment,set up grain reserves,the implementation of rice ban,the establishment of disaster scientific research and monitoring institutions,charitable organizations and civil society mutual assistance and other aspects content.
