With the development of global economy, the need of traffic and transportation is more and more urgent. And the possibility of building new roads or extending old roads is smaller. It cannot meet the traffic demand only relying on construction of the infrastructure. The urban traffic jam appears on the global areas day by day.The rapid development of global science and technology, especially those of the computer, network and communication has already permeated in city traffic administration progressively. It is urgent for city traffic administration development to use modernized technologies to manage urban traffic, lead and control the traffic to flow efficiently and effectively, speed up the operational efficiency of the existing traffic network. Thus the intelligent transportation system (ITS) is proposed.This paper is a study of the optimum route of road network based on traffic information. Urban Traffic Flow Guidance System (UTFGS) is an important part of the intelligent transportation system (ITS). It is also the key to solving city traffic problem. Firstly, this paper discusses the models of the static and shortest route from the view of graph theory, the implements of typical algorithm of the static and shortest, route and their complexity analysis. Secondly, it puts forward concepts of information and entropy and the information' s influence on decision, explains the complexity of the traffic information by the concepts of entropy. On this basis, it gives algorithms of dynamic routing with enough information. At last, it describes the relevant technology of the cities' route optimization. The key technologies are introduced including: global positioning system (GPS), data communication technology, and the traffic electronic map database technology.The content of this paper is the newest theory in the field of ITS. It has far-reaching academic value and realistic meaning and provides a theoretical base to solve urban traffic problem.
