Urban Traffic Control System (UTCS) and Urban Traffic Flow Guidance System (UTFGS) are two important subsystems of Intelligent Transportation Systems (ITS). Their main function is to manage real-time urban traffic flow on urban roads. UTCS emphasizes on temporal management while UTFGS emphasizes on spatial management. The urban traffic flow spatial-temporal indiscerptible quality requires the cooperation of UTCS with UTFGS. With the rapid increase in urban traffic volumes, traffic congestion has become more serious and this is not without many problems. UTCS and UTFGS can hardly independently solve the urban traffic congestion problems.Therefore, there is need for UTCS and UTFGS to cooperate, which will have good management effect on the urban traffic flow. There has self-organization in urban traffic flow. Traffic managers can not control the urban traffic flow completely. The key to the traffic management function is whether it match to the urban traffic flow self-organization or not.The Cooperation of UTCS with UTFGS is researched from the traffic management subsystem function integration and preponderance complementarity based on the urban traffic flow self-organization. The purpose of this research is to seek proper theory and cooperation method between UTCS with UTFGS in order to obtain an optimal traffic management mechanism, which matches the urban traffic flow self-organization evolutionary process.
