The water resource distribution in China is not uniform in time and space. Therefore, the flood disaster appears frequently. The flood diversion works, being the most important part of hydraulic engineering works, can reduce the flood peak and lessen the loss. With the rapid progress of economy, it is very important to use the flood diversion works scientifically to safeguard the region near the river. This paper presents the different result of using the flood diversion works in the condition of different unseal opportunity and modes. Some tentative research work on this problem need be done in this thesis with the purposes of developing the evolution theory and supplying some references for actual practices.Compared with other hydraulic engineering works, dispatching the flood diversion works has its speciality. The first is to choose the optimizing objective function. The aim of using the flood diversion is to safeguard the majority's profit through sacrificing the minority's. But with the rapid progress of economy, it is difficult to choose the objective function because of the economic difference among the flood diversion works. The second is the method of finding the optimum solution. It is belong to global optimizing problem. The different using project of each flood diversion work can influence the objective function. Finally, opening the flood diversion work's gate is through blasting or manpower, and the open order influences the discharge and elevation of water in main river. Lots of researches have been done on the using opportunity and the opening place of flood diversion works, but the study on associated using of many flood diversion works are still very limited.Researches in this paper try to find the optimizing project of using the flood diversion works considering the using opportunity and mode. Main work in this paper can be divided into two parts: the first is to find the optimizing using opportunity. Considering the purpose of using flood diversion works is to lighten the pressure of levee, this paper make all flood storage areas equal to be treated, choose most heavy clipping peak criterion as optimum criterion, and set up nonlinear programming model to find best open opportunity. Because of the complexity of global optimizing problem, this paper reduce the calculating amount by relevant analysis and cluster's analysismethod. To research on the mode of using flood diversion, because different mode influence only the region near the door and downstream, this paper summarize the way of choosing the mode in the condition of different incident flow through comparing with the effect of different mode of opening only one flood diversion work. Then, apply this conclusion at the situation of dispatching more flood diversion works to find the suitable opening mode. And the conclusion is helpful to dispatching the flood diversion works in the in the middle reaches of HUAI'HE river.This dissertation includes 5 Chapters:In Chapter 1, a brief review of studies on development and methods on the dispatching the flood diversion works and optimizing the dispatching other hydraulic flood control project. Then the existing findings, shortages and the difficulties in the using flood diversion works are summarized and analyzed. The emphases the work in the dissertation are draw out.In Chapter2, research on the opportunity of using flood diversion works, set up the optimization model of dispatching more the flood diversion works, and has put forward the method of solving of the model. Combine the instance and analyse the influence of using opportunity to the discharge and elevation of water in main rive. Then, summarizing the existing systems analysis method managed to dispatching hydraulic flood control project and combining the trait of flood diversion work, this paper chooses most heavy clipping peak criterion as optimum criterion, and set up nonlinear programming model to find best open opportunity.
