Diversion works generally have large span, more supporting buildings, itsgeographical characteristics is vary along the channel and its water supply dispatchingoperation is very complex, when unexpected events occur,it often brings great damagebecause of irrational emergency response measures. once the incident handledimproperly, could lead to huge economic losses and adverse social impact. it isnecessary to do some research on diversion project scheduling problems, especiallyemergency scheduling.This article summarizes the research outcomes on the normal operation andemergency water diversion project scheduling at home and abroad, and in thebackground of the middle route of South to north water diversion project, based onthe middle diversion project one-dimensional mathematical model , selecte cases ofwater pollution incidents, through programming calculation and comparative analysisof classification methods on all branches and sluice gates and dispatch emergencyresponse measures were simulated, in additional,do some research on the close rate ofgate, the water level of the gate and the first gate(Taocha), through the data analysisand comparison of the back section of water drainage, the water level obstruct highwater level stabilization time, the water level difference between the target level andsteady level and other parameters , to get best programs. As follows:(1) The control rules of the sluice gate : in the first half of the channel before theaccident gate ,the alert value of the water level increase should be 0.25m, the alarmvalue is 0.6m; in the latter half: the alert value 0.1m, the alarm value 0.5m ,then theChannel first reaches a steady state level and the total return flow is least;(2) The control of the flow gates should use the the joint control of the accidentsegment of the upstream sluice gate gate action time and the flow changes, then theChannel first reaches a steady state leve and total water supply is the largest andlongest sustained。(3) On the sluice, the sluice gate accident closed section rate should be high ,whenthe accidents occur, the first gate of Taocha should close as soon as possible and meanwhile increase the control level of the gates before the accident sluice.
