Most of the reservoir dams and river embankments in our country that built in the past are earth-filled dams. Because of the restriction in that present conditions such as historical condition, economic base, engineering level, etc. there are questions of most embankments and dams in stability at the presented, some are caused by unreasonable planning and design; some are resulted from poor construction quality, such as loosely packed, the ability of resist permeating is poor; the foundation is not seriously dealt with, it is easy to produce damage in the different depth of the midstream and downstream alluvial plain resulted from the piping and shifting of the soil. These are the questions making a lot of reservoir dams and river embankments to stay in a dangerous situation during flood. Therefore, the new technology should be utilized, finely designing and constructing, choosing some construction methods suitable for the China's actual condition, to guarantee project quality, to accelerate the construction speed, to strengthen the dangerous dykes and dams of disease.In this paper, the earth-filled dams basic forms of permeating distortion collapsed is studied in the domestic and international in the past, based on the analysis result of the permeating transmogrification critical water gradient and the basal method of new technology of anti-seepage strengthen and permeating calculation. Aim at the actual engineering problem in sect of HanJiang Chenggu temple-Chending. First, at the full investigation of the Engineering geology and water geology through a large number of laboratory tests, studying grain size of soil, distributing and compose of grained and physical peculiarity, further through the permeate and permeated deformations test, maked certain that the form of destroy that the foundation of HanJiang dam permeated deformations is shifting of the soil and piping, by the curve of the permeating forcegradient & the rate of permeating, to confirm the minimum value of the critical water gradient permeating distortion. Second by through the finite element method analysis of the permeating calculation that they are for the project of undrain and drain that are set in HanJiang dam and foundation's powder sand, for the project that the soil clothes be set on the slope of up reaches of the dam, for the project that the soil film be set in the middle of the dam, the project that drain channel were lain at the feet of the dam. Finally by thronging project optimizing, bringed forward the project of preventing permeating distortion of the set of the HangJiang Chenggu.
