With the deregulation of power system, transmission network links generation and load in the power market. Available Transfer Capability (ATC) is defined as a measure of the transfer capability, or available room in the physical transmission network, for transfers of power for further commercial activity, over and above already committed uses. With the open access of the transmission network, it is very important to calculate ATC. In this paper, based on the concept of ATC, OPF software is used to calculate the maximum transfer power in the inter-area power transaction, and the problem how inter-area can complete the contract optimally under the firm bilateral contract.In this paper, first of all, the background of the reform of power industry, the form of Region transfer organization (RTO), operation mode and the history of the studied inter-area transfer capability are introduced. Then, the definition of the Available Transfer Capability, determining principle and various approaches proposed to calculate the ATC are discussed.In this paper, SCOPF software is used to calculate the maximum transfer power between areas, this value is satisfied with the power flow and voltage constraints. Based on which, the maximum quantity of bilateral contract can be determined. The problem how areas complete the contract optimally on the general or maximum firm bilateral contract is also solved. Here the objectives function of power losses minimization and purchasing fee minimization of realizing this contract are used. Computing results show that the method proposed in this paper is effective and economical.Lastly, 293-node network of Sichuan province is used as an example to simulate, the results show that this methods can solve some problems occurred in the powermarket of our country, and is a good guide in forthcoming operation.
