The WebGIS is such a computer system which adapts,stores,deals with,analyzes,shows and applies geography information under the Internet or Intranet condition.Its basic idea is to provide geography information in the Internet to users in order to browse and acquire data and function services with Internet explorer. Now WebGIS has been used broadly in water resourses domain.Although there are huge geospatial information exists in the Internet,web sites which offer geospatial data services can't work together.At the same time,for business policy and data security,these data resourses are independent and close relatively.It's hard to provide enough supports for spatial decision-making.This paper works on how to apply new coming Internet technology to GIS domain and provide a good solution for geospatial data interoperability.Accordingly flood prevention information query system would be developed.Firstly,this paper introduces the conception and development of WebGIS.At the same time,it points out that heterogeneous spatial data interoperability and accessing between different platforms are existent problem of WebGIS.Then it indicates that XML provides tools of data modeling and communication to geospatial data interoperability and Web Service provides solution to accessing between heterogeneous GIS platforms.In the end,the study builds flood prevention information query system through three aspects:(l)Use GML to encode geospatial data and implement the GML data store in XML-enabled Database.(2)Build a simple geospatial information service system and function.(3)Use SVG as a visualized tool for web mapping on client.
