The implementation of interoperablility greatly improves the convenience of thecommunication and resource sharing between the substations, meanwhile it also bringsnew security challenges and threats to the substation communication system. On the onehand, since the secure communication strategies between the substations are set prior tothe appearance of interoperation, it is an issue of great concern to ensure that the processof improving interoperability between substations does not bring the secondary securitythreat to the substations. On the other hand, the cross.border interoperability ofsubstation is no longer authorized by the substation internal resource management alone,but relies on the joint decision of the multiple digital substations in the electrical system.Thus, the entire substation security problems will become more serious. The paperlaunches the related research from the following aspects:(1) Research and analysis are done of some security issues generated in theprocess of improving the interoperability of digital substation, also the safetyrequirements related to the cross.border interoperability of digital substation aresummarized.(2) An intelligent substation Agent security communication model IASCM(Intelligent Agent security communication model, intelligent agent securecommunication model)on the basis of ECC encryption is proposed and implementedbased on Agent technology. And the problems in the existing substation security moduleand the process of cross.domain interoperability are analyzed summarized via theresearch related to Intelligent Agent technology secure communication.(3) A secure communications services framework SAISCF(Substation acrossinteroperability safety communication framework) with flexibility and interoperablitybetween smart substations is proposed based on Agent technology and IASCM securecommunication model and the detailed implementation methods as well as designingprinciples of this model are given.(4) Performance simulation test to the IAMSCM security model and SAISCFsecure communication framework proposed by this paper is done based on theexperimental simulation system developed and designed by JADE and java platform.Finally, application examples of the digital substation atresia interoperability areproposed in this paper, the correctness and reliability of SAISCF security interoperability framework are successfully validated by the experimental system we constructed ofatresia interoperablility between substaions. The research of the regulation of IEC61850standard, the scheme can improve the development of substation system, versatility, andscalability, and it is very convenient for engineering application.
