Rapid urbanization in the People's Republic of China (PRC) (China, for short) has led to a peak season of its urban construction when government images become more and more significant, along with the reform of Chinese administrative system. Given this background, China has seen an upsurge of administration center (AC, for short) construction. Existing ACs, however, are not completely satisfactory in terms of their measure or scale, resulting in disunities of AC construction and urban space, citizen life as well as desired government images.Given the role AC plays in expressing urban center and urban spirit of a city, any exaggeration of this very function, however, would presumably ruin government images. Since the Chinese central government has called for the spirit of "Amiability, Equality and Service", AC should, thus, be constructed in support of the development of the urban space as well as citizen life.Domestic AC literature has offered nice summaries; rather than comprehensive analyses. In this regard, a more systematic discussion about AC construction and its subsequent problems has, yet, to be provided, in that more sophisticated ideas on negative impacts brought by AC construction on the city, its citizens and government will be conveyed. Following this line, the author argues in this thesis, based on investigations and document collections, that ACs should feature the essence of Equality and Openness, and then elucidate the signification of Equality and Openness from a perspective of the AC's effects on urban space and citizen life. Finally the author will put forward a tentative design of AC.This thesis consists of three parts. Part 1, Issues. It deals with major issues of current AC construction. Exploring the underlying premise of existing AC construction problems revealed in Part 1, the author, in Part 2, further explains the role AC plays in implementing the governmental advocacy of Equality and Openness. Employing the essence of Activation, the author will provide additional examples of featured ACs, home and abroad. Part 3, Conclusion Remarks. Proposing the realization of Equality and Openness in pattern language, the author finally offers individual designs in support of the theme of this thesis.
