With the rapid development of economic condition sine the economic revolution and open policy of China the quality of urban life has been continually raised and aiso raised with the problem of urban sprawl and enviormant aggravation. This article focuses on the theories and practices about city administration center relocation to discuss how to make a good balance of policy making and urban development.The city administration center is located the area of city center mostly, and usually has been to think as the city center that the function is single, or a part of city center. At the theoretic part of this article, firstly introduced the basal conception of downtown and CBD and channeled off the def iniens of administration center and discussed the problem of city administration center relocation. Lastly, this part introduced the concerned theory research achievements from branches of many subjects.At the practical research part of this article, firstly analysed lengthways and transverse cases and expounded the changes courses as the capital in the history of Xi' an city. The intention of studying these cases is contrasting research.several acts of city administration centers relocation are successful and some of cases are abandoned. So we can sum up the experiences and guide the work of xi' an city administration centers relocation. In final this paper has briefly analysed the necessity and opportunity that the relocation at the administration center and advantageous, and has inquired into the influence that moved to the coming development of Xi' an city at the administration center and has acted on from positive and negative.
