China is one of the countries that severely suffering from earthquake disasters. In the past and at present, the loss of life and economy due to earthquake in China is severe. Now China is in an active earthquake period, and the buildings destroy might occurred at any moment by earthquake. It is very important for the safety of the key building's of which the command and information systems can't be broke off, the significant document can't be lost or the function must be resumed at once when the earthquake occurs. So, earthquake-resistance behavior evaluation and damage forecasting are significant for building seismic strengthening and other precautions against earthquake. The static-nonlinear analysis (mainly using the capacity spectrum method) is a tool for the performance/displacement based seismic evaluation. The basic principle of the method is used to analyse in this article, the deformation and stresses of this building under the action of earthquake of any intensity. It also obtain the maximum displacement and rotation angle at each floor and deformation of members and destruction mechanism, especially during the elasto-plasticity stage. The equivalence of multi-degree-of-freedom (MDOF) system to Single-degree-of-freedom (SDOF) system, non-linear system to linear system, and the curve of displacement spectrum and acceleration spectrum are applied, it is convenient for estimating the safety of building under the seismic excitation. The research object in this article is Hubei Province Archive Building. The existing design drawings and construction information of the building are examined in detail. The construction quality and maintenance are investigated in order to find the accordance degree between actual state of building and documentary records. At the same time, the defects in service of the building are recorded in detail. The hidden dangers of the building are pointed out, and the elementary evaluation is presented. Based on that mentioned above, and by using the system influence factor and part influence factor in the "Standard for seismic appraisal of building (GB 50023-95)" , the practical defect of building are considered in the elasticity and elasto-plasticity analysis to obtain the earthquake-resistant capacity under the action of frequency & seldom occurred earthquake. The natural period of vibration, the displacement at the top of building and rotation angle of each floor and mode shape are obtained from the elasticity analysis. From the elasto-plasticity analysis, the results are obtained as following: the curve of the relationship between the base shear and the displacement at the top of the building loaded by lateral force, the curve of displacement spectrum to acceleration spectrum, and the rotation angle of each floor during major groundmotion, the sequence of the formation of the plastic hinges, and the displacement ductility factor of the structure. Through detailed research in this paper, the earthquake-resistance behavior of this building's is presented. It is one of the methods to evaluate the earthquake-resistance capacity for similar research work in the future.
