Based on collecting and researching domestic and international information broadly, the development of Weigh-in-Motion (WIM) System and study level at present are introduced, the signification of the research effort and development work of WIM is analyzed in detail, and the long term potential of WIM is expected in this paper.The paper analyzed the influence factors to WIM, such as vehicle speed, road surface and the height of weigh platform, and in this paper it mainly focuses on vehicle speed. According to the characteristic require of WIM system, the input signal that should be collected and the control methods of the input signal, the work principles of the system was expatiated at the same time.Based on construction principle of system, we constructed hardware platform for further research, which provides the experiment devices.A software for WIM that based on Virtual Instrument is presented, which provides operate interface for user to control data acquisition conveniently and effectively, the signal includes vehicle speed in digital signal and vehicle weight in analog signals. Moreover, the software can process the acquired data, filtering out the useful data to calculate and display the results.A large number of data is acquired through many times Weight in Motion experiments, and the rule at low speed as 0 to 12km/m is achieved after processing the data; the WIM equation was established with the way of non-linear regression, which is validated reasonable by late test.The achievement during the course of research, the problems need to look forward and advices for the further more research is also presented at the end of the paper.
