There are a large mount of phosphor slag and manganese slag let out in GuiZhou, which polluted the ecological environment seriously. The study on preparing road base material with phosphor slag and manganese slag in this paper offered an effective way to recycle those two wastes.Phosphor slag and manganese slag had very poor gradation, and they were easy broken under the press loading. According to the character of phosphor slag and manganese slag, combining the character of the composition and structure of semirigid road base material, three series of road base material were designed, including lime-fly ash-phosphor slag(manganese slag), cement-fly ash- phosphor slag(manganese slag) and lime-fly ash(cement)-phosphor slag(manganese slag) composition aggregate. And then we studied the composition, mechanical performance and strength mechanism of the three series of road base material.It was showed that phosphor slag and manganese slag was suitable to be stabilized by lime-fly ash and cement-fly ash, and the suitable content of phosphor slag(manganese slag) was 60-70% in the lime-fly ash-phosphor slag(manganese slag), 75-80% in cement-fly ash-phosphor slag(manganese slag). Lime-fly ash(cement)-phosphor slag(manganese slag) composition aggregate had higher strength than lime-fly ash(cement) stabilized crush stone, and in phosphor slag(manganese slag) composition aggregate, when the ratio of replacing sand was 1/2-2/3, lime-fly ash(cement)-phosphor slag(manganese slag) composition aggregate had the highest strength. A certain mount of phosphor gypsum could activate the strength development of lime-fly ash-phosphor slag(manganese slag), while had little infection on that of cement-fly ash- phosphor slag(manganese slag). The mechanical performance research indicated that the road base material with phosphor slag and manganese slag had good anti-cracking for the steady strength development and self-recover performance. And the mechanism research indicated that phosphor gypsum could accelerate the puzzolana reaction between the lime and fly ash and took part in the hydration and created AFt, which could modify the hydration produce and increase the cementious of the hydration produce, so a certain degree of slight expansion could compensate the shrinkage and increase the strength of anti-cracking.Additionally, the reaction with binders on surface of phosphor slag and manganese slag enhanced the interface between the slag and binder, which increased the integration and strength of road base material.Compared with cement stabilized crush stone, the cement stabilized phosphor slag had the same process of construction, but the better performance and low-price.
