At present, it has become a hot topic to focus on the recycling and reusing of waste and old electric appliance all over the world. How to recycle end-of-life efficiently, and transform the line developing model to recycling developing model, has great realistic meaningfulness for our country to realize the sustainable development.After briefly analyzing the present situation, key technology and effective methods of recycling of end-of-life waste and old electric appliance, this paper pays more attention to the research on arrangement and design of recycling factories facility of waste household electric appliance.At the beginning of the research on the arrangement and design of recycling factories facility of waste household electric appliance, the place should be decided. The Mixed Integer Planning Method is applied mainly in this paper to construct the model of web arrangement of recycling factories and Blednders' decomposing method is used to find the solution, proving the effectiveness of this method. To some extent, it solves the problem of the distribution of recycling factories.Once the place is decided, the SLP method is applied to arrange the general plane and the workshops of recycling factories, during which Petri web is adopted to construct model and optimize the logistic system for recycling factories. Therefore, some different arrangement plans can be attained. Then, Fuzzy-AHP method is applied to evaluate and select the arrangement plans for recycling factories. At the end of this paper, a example is given to prove the effectiveness of this method. And the E-Factory software is used to simulate the plan of recycling factories.
