Taking the method of optimization restraining in the mathematics, in the paper, establish the Muskingum model. Using the de-line identification method to simulate flood, may obtain optimal solution of its parameters with the process of flood. The concept of Hydrological model and physical of its parameters be used the analysis for the parameters of breach. Building the relationship between the parameters and flood meeting, flood volume, so that, while the Muskingum model is used to the calculation of flood volume in the river, the method with different calculation coefficients should be used for different flood condition.For order to analyst the influence of parameters of meteorological factors and flood areas surface on calculation values. Selecting moving parameter in every link is the important technical measure to estimate calculation of model, abase on the analyst for influence of the parachute in the breach. In the test and the application, for its character of storm and flood, we select four breaches of the upper of the YangTze River. The result of application shows that mathematical solution of model by compute is better than that by hand in the calculation values.In the process budding model, according the relationship between the parameters and influence factor select the coefficient of model. That makes the model moving condition.
