Our country, which is one of the graveness earthquake taking place nations, locates in the joint of tow earthquake cinctures that are the Pacific Ocean and the South Mediterranean in the world. The earthquake results in the important path that social life and property lose are the breakage and collapse of buildings. Most of the existing buildings which are built before 70's do not take seismic protective design intensities into account, and it is expected that some of them would not perform well during an earthquake. Further, it is feared that not all of the newer buildings fully comply with the seismic code requirements. Therefore, it is very necessary to evaluate the existing buildings' ability to resist earthquake and ensure the safe utilization of the buildings. This paper aims to introduce the general method of seismic evaluation, and expounds the masonry building's seismic evaluation in detail. The analyzing and studying include: Firstly, the basic concept and provision of seismic evaluation are introduced briefly. Then, combined with one engineering case, the method about seismic evaluation of masonry building is introduced comprehensively,including the practical operating process and different ways of all levels about seismic evaluation. Secondly, the internal force and the bearing capacity of masonry walls subjected to overturning moment under earthquake are studied, especially in the case of compression with large eccentricity caused by seismic bending moment in walls. The impact of earthquake overturning moment on structure failure is investigated. It is pointed out that the eccentric compression of masonry walls is an important factor leading to failure and collapse of masonry buildings.
