Only catch hold of this point, can we catch hold of the key of safety problem and do safety work well.With the development of China's Golden Card Project. 1C card has found wide applications in banking, public transportation, gas industry, and power supply, etc. In this system, contactless 1C card is creatively applied as Work Permit to safety management.With a view to the development of Shenzhen Power Supply Corporation's Safety Work Permit Management System, the paper systematically deals with how to apply advanced smart card technology to construction safety management toward improving safety management level.This paper begins with the introduction of the background of Safety Work Permit Management System, and illuminates the basic principle of contactless 1C card technology. Secondly, it analyses the functional requirement and functional design ofthe system and its structure, and decide the overall design project. Finally, it illustrates in detail the solutions to the realizations and key technology of the system, including the design of portable IC card read and write device, and the realization of the software.This system has been brought into use in Shenzhen Power Supply Branch Company of Guang-Dian Power Grid Group.
