The region of LiangZhou has the largest population density and more GDP and least Appropriation to the amount of water per person so on. It has also the most population in the ShiYang river in the recent year. At the consideration of the problem of th zoology and society arised from the danger of water resource On the other hand The problem of water resources has become the most important limiting factor of sustainable development of the economyBeging with the quantity and characteristic of water resources, a comprehensive analysis is made of the actuality of water using and existent problem. Based on the water saving, depollution, environment protection and building, scheme of water using and saving is put forward, carrying capacity of water resources is analyzed according to the development of society and economy on condition of different schemes. By researching the scheme of water reasonable using and saving ,the countermeasure of water resources using in a near and future date is given.On the basis of the balance principle of the water quantity and the balance calculation and analysis, a quantitative analysis is made of the regularity of water cycle and theconversion between surface water and groundwater in the water system the water source is used sufficiently by rational configuration of the surface water and groundwater synchronously.Given the sufficient consideration of water usage, water configuration, sequence, zoology, the requirement of adjusting to the industry construction, at the same time the guarantee of living water first, the demand of the stress industrial water, water saving, and depollution, the effective scheme and suggestion is put forward to the rational exploitation, allocation, saving and protection.
