Our country is characterized with a frequent water disaster, a greatly vary waterdistribution in different places and periods and a poor mean water quantity for eachperson, also faced with the challenge problem such as shortage in water resource,water pollution and environment getting bad. Therefore, searching a way ofsustainable exploiting the water resource is focused on by the society and especiallyby science filed in order to prompt the national economic with a coordinative, quickand stable development.This text, guided by continued development thought and based on the systemengineering, more systemically studies the planning theory and method ofcoordinative development between the whole national economic and local waterresource through turning to the small-medium river watershed together with a factexample—Wuding river watershed. Proposes a planning proposal for continuedexploiting local water resource through studying the past time, analyzing the present,predicting the future, determining the development object, establishing themathematical model and applying to simulation technology. Moreover, finally putsforward a recommended plan of the continued exploiting the water resource ofsmall-medium river watershed including the sewage water treatment and environmentprotection after the optimizing the planning prosopal through studying the system ofmeasurement index of continued development.
