A new hierarchical voltage control system, online steady-state hierarchical voltage control system, is elaborated in this paper. And the model of the control system that based on the characteristic of voltage stability of power system and hierarchical control theory of large scale system is built. The problems in the secondary voltage control system and the actuality of power grid in China are considered in this paper. The method uses the eigenvalue-eigenvector analysis of extended load flow Jacobian matrix to determinate the areas which have the worst voltage stability and control the areas by applying the online searching optimization. In addition, it ensured the reasonable assignment of reactive power in each generator by applying the participate factor of generators in the process of searching out optimization, the system voltages are further increased thereby. At last, the validity of new layered voltage control project is proved by simulation to the New England system and equivalent system.
