A new visual software development platform in the power system protection and M&C(measuring and control) fields is proposed and designed. The platform selects the function block diagram(FBD) language in IEC61131-3 as the programming language, adopts modularized design idea, and replaces symbolic language with principle chart to program. It is focused on the design implementation of the platform, including design idea, implementation steps, program's general frame and pivotal technologies. The programming environment, functions provided to users and advantages of this visual platform are reviewed. Finally, as an example, the correlative functions of the data centralized disposal unit of PMU are implemented using the visual platform, and via running in the real equipment validated the efficiency, reliability and flexibility of the platform.
