Aiming at developing a kind of communicating software in substation automation system, the paper introduces the application status of telecontrol transmission protocols in our country. Several telecontrol transmission ones in power industry are analyzed and compared. Then it emphasizes on characters and implementation of power industry standard: IEC60870-5-103 telecontrol transmission protocol.Presently, networks, in which 103-protocol is used in substation automation, are mostly based on network structure of RS-485 bus of master-slave model. The communication style has the character of simple equipments and lower cost, but its speed is slow (about 2400bps~9600bps). In communication system, there is only a unique master node, which manages and controls the communication process. The rest are slave nodes, which are managed and controlled by master node. Thus, requirement of real-time characteristics can be met for small-scale system. However, with the expanding of system, its performance will decrease rapidly.After analyzing and studying today's substation automation, the paper introduces the embedded Ethernet in communication network of substation. In the network, devices of bay layer are connected with Ethernet of substation layer by serial port/Ethernet converter device. On the base of it, the paper combines 103-protocol with TCP/IP. Then a transmission protocol of network based on 103-protocol is designed. The design of communicating software has been implemented between substation-control layer and bay layer by object oriented program technology and C language separately. Functions, such as fairs pass, electricity quantity, performance, fault, wave-recorded and parameter adjusting, have been implemented.
