With the implementation of separating power plants from power networks and generation bidding in power market, power plants have become independent corporations that have to take responsibility for their profits and losses. If the power plants want to succeed in generation bidding and get good benefits, the bidding strategy and the power price—power quantity curve model should be studied and analyzed to gain maximal profits. Because generation cost is the primary part of bidding price, it is necessary to analyze generation cost accurately and timely. At the same time, in order to improve production and management efficiency, reduce production cost and enhance competitive ability in power market, the power plants should choose logical, effective and applied bidding decision model which can make optimal bidding strategy based on the different condition and situation of power plants.This paper introduces the design and realization of the economic operation and bidding decision system of power enterprises and studies the generation cost and bidding strategies of power enterprises. Based on the analysis of cost composing and cost control, the cost management model and the cost control flow of power enterprises which can promote low cost strategy used by power enterprises to enhance competitive ability in power market are discussed. Through the study of bidding strategies of power enterprises, the mathematical model of bidding strategies is discussed. In this paper, the effect factors of market clearing price are analyzed and the bidding decision models based on amending BP neural network arithmetic, multiple linear regression arithmetic and exponent filtration arithmetic are established. The model of building optimal bidding strategies with risks taken into account which can effectually evaluate the risk and profits is developped. In the end, considering the modem information technology and the production of this paper, the design scheme of economic operation and bidding decision system of power enterprises are introduced in detail. The successful realization of this system is very important to the electricity market reform of China.
