| With modernized degree of navigation technology improved increasingly and the computer technology riped gradually, ECDIS platform is used widely in vessels. ENC data are foundations of ECDIS platform, so guaranteeing ENC data the latest and the security of ENC data becomes the primary problem in the course of using ECDIS platform. In order to guarantee the security and integrality of the data sent to ENC users, all Data Servers have taken the corresponding protective measures, these measures different with each other, so hindered security of the navigation and update of ENC data. In order to solve these problems, the International Hydrographic Organization (IHO) has made the international standard to protect ENC data ---S-63 standard, not only can this standard protect interests of ENC Data Servers and legal rights, but also enhance safety of Navigation.This thesis divides the data protection system into four major modules according to S-63, such as System Adminstrator module, Data Server module, OEM module and ECDIS Client module. This paper introduces data exchange pattern firstly, the Internet is adpoted as exchange pattern among modules in this system, then sumerizes the functions of every module required by S-63, and designs all functions of four modules in detail. Finally, this system adopts present popular Java as developing language to implement data exchange pattern among modules with encryption algorithm, digital signature and digital certificate of modern encryption technology. So this system can be exchange data fast and securely. At the same time this paper also utilizes Java to implement functions of every module in this system, which guarantees data protection system can be used well in different platfomrs, meanwhile the functions of every module is tested and gets good results. However, because the time that S-63 is produced is relatively short, so with the customer's feedback, there is proper adjustment and the data protection system also will be adjusted.
