The fast development of electric industry brings the more complex, greater model and more territorial. On the basis of the dependability and the stability ensured, economical running of electric industry is recognized by the electric corporation increasingly. This paper integrates layered management method in the practical work, brings forward a method of loss calculation and management which layered conception of the whole power network. After us analyses the data that loss calculation needed, we put forward a method of statistical loss and theoretic loss on-line calculate which according as automatic system used in power system. The data interface of the system connects this system and the MIS, SCADA system, system can implement on-line management of energy loss. The analysis and management system for energy loss of whole power system was designed on the based of analyzing the excellence and shortcoming about the calculation and managing methods before.For realizing interrelated theory and function of system design, this paper defines the system structure, data models and function models at first. Defining of system structure provides logical organized truss for system running in gear. Data system defines describing character and organizing mode of system data. Function system defines the functions and applications in the analysis system. Organic combine supplies powerful technical sustains and academic basics in the whole analysis system.On the foundations of relative models in system this paper particularly expounds some mostly problems in the realization process of layered management,for example, graphic editor, data interface, loss calculation, data report and data collection, analysis of loss decrease, etc. Graphic editor provides convenient function of equipments' maintenance. Data interface offers the data preparative, embodying the running state. Loss calculation includes statistical loss and theoretic loss; the results afford entirely data to put up contrastive analysis. Data report and data collection are the characteristics in the layered management system of whole network. The oneness in the management of whole power grid is carried out. Analysis of loss decrease discusses some normal measures, the results supplies some theoretic references for loss management.The design and operation of this system primarily actualizes collateral management of statistical loss and theoretic loss. After the contrastive analysis about the results of loss calculation, we can even more expediently establish the measures of loss decrease. In the progress of system practically run, the feasibility about the theory and the technique of layered management in whole power grid were examined. This paper farther expounds this theory can be applied in more and more managing fields in electric power system and its applied foreground is extensive.
