The paper is based on the fifteenth scientific research plan of Navy navigation arm. Regional radio navigation system is developed for naval navigation in special sea area of our country. It can provide exact navigation for marine and plane independence when GPS and Glonass Receivers don't work. The paper discusses in detail how to transmit the synchronous signals from different navigation bases .The ways put forward in the paper are proved in the practical experiments.Based on the theory of spread spectrum communication and round-round navigation, the paper puts forward direct spread system. First of all, the paper introduces basal theory about spectrum communication ,navigation and the ability of anti-jamming. The radio broadcast character is one of important factors which can influence the precision of the navigation system in different environment. The radio signals of the bases have to be synchronous in the regional radio navigation system, which can be synchronous in 20ns when we use the standard time of the Charles's Wain system and it will be in 100ns when we use Cs atomic clock. The paper explains the precision of the navigation system based on the data of experiments, which makes us know how to improve the precision of the system.The system is under development and research, whose function has come true. But the separation between sky wave and earth wave , the precision of the system and the other questions have to be worked over further. The system will be used widely in the field of military and common communication. It is worthy for us to extend its use in the future.
