The damage caused by earthquakes all the world indicates that engineering structureswill bring enormous nonlinear deformations and even collapse under medium or strongearthquakes. In recent years, performance-based seismic design theory is recognized stepby step.The integrating earthquake-resistant layout of one city requires carrying thoughperformance-based design based on performance to important buildings.One the onehand performance-based seismic design introduced into practical project,on the other handthe government can get scientific data information on integrating earthquake-resistantlayout.Based on the data investigated from one city, the nonlinear push-over analysis andcapacity spectrum method are used to research performance-base seismic theory andmethod as well as damage assessment to reinforced concrete structures.The text introducedthe basic frame of performance-based seismic design theory, including seismic fortificationlevel, structure earthquake-resistant level, structure earthquake-resistant and analysismethods and so on. Load models of static nonlinear push-over analysis are discussed ,andintroduced some methods on structure damage calculation.An existing building of one cityis analyzed by means of nonlinear time history method and static push-over method.Analyzed approach capacity spectrum method is presented. The inelastic demand spectraare established according to the new Chinese Seismic Design Code for Buildings by meansof force reduction factor R and ductility factorμ; Capacity spectra of A-D format aregained by means of static push-over method and the method of transforming a multi-degree of freedom system into a single-degree of freedom system.Structure seismicdamage evaluation is based on seismic damage level and seismic damage model. The textanalyzed existing seismic damage level and seismic damage model, and get the conclusionon that seismic damage level with double variables can reflect real seismic disaster. Someimportant data are gained.Static push-over method is simple and practical, which can reflect exactly structureperformance and response under strong earthquakes.Based on some seismic damageinformation the text brings forward a modified seismic damage model with doublevariables to reinforced concrete structure. In order to implifying computing,the parameterof seismic damage model are simplified, seismic damage model adapt to earthquakeseismic damage prediction .This makes earthquake seismic damage more quick.
