This study established the forecast models of parking lots in the Central Commercial District (CCD) in a city in terms of parking facility demand and supply; Bring out the manners of parking lots management and study on the framework of parking guidance system in term of parking lots management, and develop some function of this framework.Firstly, a forecast model of parking facility demand in the CCD in a city is developed. To develop this model, the main factors must be analyzed, and eight indent variables, such as step distance, waiting time, running time, bus ticket expenses, car fuel expenses, the number of car ownership, etc, are taken in this paper. We calibrate this model using the data in Dalian. At last we apply this model in the Qingniwaqiao commercial area and know the number of the parking lots demand scales.Secondly, taking the effect of parking lots supply in the CCD in a city into account, the maximum supply forecast model is develop, which based on the capacity and service level of the road network that around the CCD in a city. A bi-level programming problem has been established. The upper level is the scale of parking facility, in which objective function is to maximize the total parking space in the CCD, and subject to the constraint of the capacity and service level of the road network. The lower level is a fixed demand user equilibrium assignment model, which simulates the travelers' path choice behavior and calculates distributions and running characters of traffic demand on the road network. We bring the traffic flow in the road network to realize the feedback between the two levels and solve the optimization problems simultaneously. In the last, the bi-level model is practiced in the case of Qingniwaqiao commercial area.Next, to make plenty use of the parking lots, the manners of parking lots management is brought out and a framework of parking guidance system is set up. In this paper, I develop some function of this framework, such as querying parking facility by four manners, engaging parking space, the shortest path selection, etc. So the question of the information can not flow fluency between the demand and the supply could be solved. This system will bring a new manner to the parking lots management.
